he was adopted in russia by american parents. phil black is live in moscow. what's the latest on this? >> reporter: well, you may recall at the end of last year, the russian parliament passed legislation implementing a ban on all u.s. families adopting russian children. in the last 24 hours, we've heard a lot of passionate speeches from politicians saying we told you so, this proves that the ban we put in place was absolutely the right thing to do. and now as you've mentioned, some of those officials are going further. they believe that a total ban on all international adoptions is absolutely necessary. however there are many who believe that the russian adoption system, the rate of domestic adoptions here at the moment is just simply not big enough, not strong enough to make up for the number of children that are currently being cared for by families overseas. >> i know this particular little boy, they were performing an autopsy on him. do they have the results of that yet? >> not that we're aware of, no. when the russian government first started complaining

yesterday, russia's children's rights commissioner said the boy had been beaten and abused. today he changed his wording to say that the police are investigating how the kid died. is he he is demanding the return of his younger brother, adopted by the couple as well. >> soledad, yes. russian officials are pretty angry about what they say was a delay in the u.s. state department informing them about the death of the 3-year-old max. they say it should have happened within 24 hours. instead, they found out one month later and it wasn't from the state department. it was through other channels. they backed away from some of the stronger language. they initially said this boy was killed, murdered and gave some details of the abuse he was said to have suffered. they now accept this is still being investigated. no one has been charged. but they very much want that to happen. brushing for prosecution and want someone to be punished severely this is being driven politically by politicians who now say it proves russia was absolutely right in implementing a ban preventing u.s. families
